"EU imports" is the sum of what the member states reported importing from everywhere, including from each other and the part they did not attribute to any country.
July 2026 is not used yet: only 7 of 27 member states have reported their crude oil imports for it.

- Low. Where a country loads on both sides of the Strait, the split is not published, so only a range is given.
Crude and products: CONSIGNMENT / BUNKERING HUB, and the operators say so. Morocco has NO operating refinery: the SAMIR Mohammedia refinery ceased operating in 2015 (Tier-3 attribution, MEDIUM confidence). Tanger Med states 'The terminal's activities are trading (transshipment), import of refined products, and bunkering' with '532,000 m3 of refined products in 19 tanks', describing itself as 'a bunkering port on the Strait of Gibraltar'; Marsa Maroc lists the Mohammedia port oil terminal. The Strait of Hormuz is the sole outlet of the Persian Gulf, so the Hormuz-requiring share is 0 by geographic construction, not by estimate. Product recorded against MA on an origin basis is therefore a re-export, not Moroccan refining. Treated like NL/BE/GI under the section 2b convention and overrulable on the same terms.
