Basis: energy statistics. All volumes are on the energy basis: the country where the oil was produced, as each EU member state reports its imports to Eurostat (dataset nrg_ti_oilm). "EU imports" is the sum of what the member states reported importing from everywhere, including from each other and the part they did not attribute to any country.
July 2026 is not used yet: only 7 of 27 member states have reported their crude oil imports for it.

Crude and products: All cited Turkish export points are outside the Persian Gulf: EIA places the Ceyhan terminal on the Mediterranean coast as the outlet for Iraqi and Caspian crude arriving overland via the BTC and Iraq-Turkiye pipelines, which never enter the Gulf; Dortyol is the outlet of the domestic Batman-Dortyol pipeline. Lead decision 2026-09-22: classified on the physical evidence (0/0) rather than the conservative [0,1] the researcher proposed; no opened source shows seaborne Gulf crude being re-exported from Turkish ports.
