Sixth package of EU sanctions, adopted 3 June 2022 (Council Regulation (EU) 2022/879 amending Regulation (EU) No 833/2014). European Commission, 3 June 2022: "a complete import ban on all Russian seaborne crude oil and petroleum products"; "For seaborne crude oil, spot market transactions and execution of existing contracts will be permitted for six months after entry into force, while for petroleum products, these will be permitted for eight months." Eurostat, 19 June 2023: "The ban on imports of seaborne crude oil entered into force on 5 December 2022, while the ban on petroleum products took effect on 5 February 2023." Temporary derogations apply to pipeline crude for certain member states and to Bulgaria and Croatia, so reported imports from Russia do not fall to zero. Physical exposure to the Strait of Hormuz and price exposure are different questions. A country with almost no direct physical exposure can still see its pump price move, because crude is priced globally - and a series that moved in this window may have moved for other reasons.

What this does not show
- It does not show that the event caused anything. No causal design is published for this site, and a series that moved in this window may have moved for other reasons.
- A change in volatility units is not a significance test, and neither is a z-score. They measure different things and are not interchangeable.
- Channels with no licensed or loaded source are shown as empty panels, not as flat lines. “We cannot see this” is not “this did not move”.
- Nothing is interpolated. Where several offsets resolve to one published figure, that is what the publisher printed, and the change against the event date is zero because it is the same number.
