NOT A CRUDE REFINERY. Rompetrol Rafinare S.A.'s Individual Annual Report of the Board of Directors for financial year 2025 (BVB filing, report date March 25th, 2026) states for Vega: 'At present, the refinery does not process crude oil anymore, but only medium distilled products, resulted from Petromidia Refinery of Navodari. Thus, even if it is the smallest unit in this field in the country, having an annual production output of approximately 400,000 tons, Vega Ploiesti develops exclusively high value-added products.' Status recorded as CONVERTED because the site is operating but no longer distils crude; it is NOT idle, mothballed or closed. Capacity fields left empty on purpose: the only figures printed are a feedstock processing schedule of 403,541 tons of raw materials from the Group for 2025 and an actual throughput of 395,465 tons in 2025 (292,789 tons in 2024) - these are non-crude feedstock volumes, not crude distillation capacity, so recording them in a crude-capacity column would be misleading. Units currently operated at Vega per the same report: Vacuum distillation, Bitumen, Hexane, Rectification, Dezaromatization Unit, AFP Unit. Vega is Romania's only producer of bitumen and n-hexane, and also produces solvents, white spirit, naphtha and liquid fuels. Raw materials arrive by rail from Petromidia in railway reservoirs, so no port or crude pipeline connection is recorded. Located in the northern part of Ploiesti, on DN 1A, about 1 km from Ploiesti North railway station. The report states Vega reached 120 years of continuous existence in 2025; a commissioning year was not recorded because no explicit founding year is printed. EEA register lists 'SC Rompetrol Rafinare SA - Rafinaria Vega' as functional for reporting year 2024, which is consistent with an operating non-crude refinery.
