Malta: refineries & pipelines
The ports, terminals and pipelines each refinery’s operator or a register names as connected to it. These are connections, not flows: nothing here says how much oil moved, or that any did.
Which ports and pipelines serve Malta's refineries
Malta has no crude oil refinery (Climate Action Authority, on behalf of Malta's Ministry for the Environment, Energy and Public Cleanliness, Malta's National Inventory Document of Greenhouse Gas Emissions and Removals, April 2025). None of the ports or pipelines we hold a citation for is in Malta.

UPGRADED 2026-09-27 FROM A STATISTICS-ONLY ROW TO A STATED ZERO. The statement is the Government of Malta's own, in its April 2025 greenhouse-gas National Inventory Document submitted under the UNFCCC and EU Regulation 2018/1999, reference CAA/03/2025, whose cover reads 'THE CLIMATE ACTION AUTHORITY (CAA), O.B.O THE MINISTRY FOR THE ENVIRONMENT, ENERGY AND PUBLIC CLEANLINESS (MEEC)'; table of categories reported as not occurring, row 'Energy - 1A1b Petroleum Refining' (p.49). The same document says 'In Malta's case, there is no production of fuel: all fuel is imported' (section 3.2.1.2, p.100), that 'Petroleum Refining (1A1b) and Manufacture of Solid Fuels and Other Energy Industries (1A1c) do not occur in Malta' (section 3.2.5.1), and that 'since no petroleum refining occurs, all paraffin is imported' (section 4.5.2.1). The PDF was downloaded and text-extracted on 2026-09-27 from the Climate Policy Radar copy (first URL); the canonical UNFCCC copy, https://unfccc.int/sites/default/files/resource/Malta_GHGInv%201990-2023_NID_Apr2025_Final.pdf, and the April 2026 edition (Malta_GHGInv 1990-2024_NID_April2026_Final.pdf) could not be opened because unfccc.int answered with a bot challenge, so the 2026 edition's wording is UNVERIFIED. The document names no fuel import terminal, so none is recorded here. The statistical zero behind the row since 2026-09-22 still holds: Eurostat reports Maltese crude-oil refinery intake as exactly 0.0 thousand tonnes in every one of the 186 monthly observations from 2009-01 to 2026-06 (fetched 2026-09-22). Earlier supporting negative evidence: the USGS Minerals Yearbook 2019 Malta chapter's facilities table lists only limestone quarries and salt pans and the word 'refinery' does not appear in the chapter; Malta's final updated NECP 2021-2030 (381 pp) mentions 'refinery/refining/crude oil' only in connection with the Directive 2009/119/EC oil-stocks obligation; and the EEA Industrial Emissions Portal returns no IED Annex I 1.2 installation for Malta. Until 2026-09-27 this was the weakest row in the file, with no narrative statement behind it.

Each line is a CONNECTED_TO record: the refinery’s operator, a port authority or a register names the port, terminal or pipeline as serving the refinery. It is infrastructure, never a flow (a flow would be RECEIVED_FROM, which needs a record of oil moving; none is drawn here). Columns run ports and terminals, pipelines, refineries; a port’s line passes between the pipelines because no source here links a port to a pipeline. Countries of ports and pipelines come from the geography rows that draw them on the map; the tag after a name lists them when they are not the page’s own country.
