Counted by the country the cargo was shipped from, as customs record it. Transit hubs such as the Netherlands therefore appear as sources; for crude oil, the default view counts by the country of production instead.
In 2017, Portugal imported 14.0 million tonnes of crude oil, most from Russia (24%), Azerbaijan (13%) and Saudi Arabia (11%). Its refined-product imports were 3.0 million tonnes, most from Spain (45%), Russia (21%) and the United States (9%).
