Counted as the country reports it in its energy statistics: crude oil by the country where it was produced, refined products by the country they were last shipped from, which may be a trading hub rather than where they were refined.
In 2020, France imported 33.1 million tonnes of crude oil, most from Kazakhstan (16%), the United States (13%) and Saudi Arabia (12%). Its refined-product imports were 39.7 million tonnes, most from Russia (18%), Belgium (11%) and Saudi Arabia (9%).
