Counted as the country reports it in its energy statistics: crude oil by the country where it was produced, refined products by the country they were last shipped from, which may be a trading hub rather than where they were refined.
In 2022, France imported 40.8 million tonnes of crude oil, most from the United States (15%), Kazakhstan (14%) and Nigeria (10%). Its refined-product imports were 37.1 million tonnes, most from Russia (18%), Saudi Arabia (12%) and the Netherlands (9%).
