Counted as the country reports it in its energy statistics: crude oil by the country where it was produced, refined products by the country they were last shipped from, which may be a trading hub rather than where they were refined.
In 2021, France imported 33.8 million tonnes of crude oil, most from Kazakhstan (13%), the United States (13%) and Algeria (12%). Its refined-product imports were 40.5 million tonnes, most from Russia (20%), the Netherlands (11%) and Belgium (11%).
